In view importance to Colony and Empire of constitutional question at present still awaiting London decision, Reform Club Hong Kong, strongly urges visit Secretary Colonies include Hong Kong.
It has been passed to me for action.

2. Grateful if, provided you see no objection, you would inform sender as above explaining that I much regret my inability to include H.K. in my tour owing to shortness of time at my disposal but I am fully alive to importance of H.K. Constitutional reform issue which is receiving my consideration.
