You will have been rather puzzled I expect,
at having heard nothing further from us about the Constitution (your telegram No.272 of 15th March with your message to Paskin refers). Actually, the matter has been up to the Secretary of State but he has been so pressed with one thing and another that he has now said that he would like to defer consideration until after he gets back from his visit to Malaya about the middle of June. We did not, however, want you to feel that nothing had been done so I send you this just to keep you in the picture.
