extend the franchise in some way and also to pursue the idea of

increasing the Elected element of the Urban Council and giving it more

to do. Sir Alexander Grantham ended by saying that he thought something

on the lines of his present proposals would be the answer, and that this

would have the support of the Unofficial Members of the Legislative

Council. If he was correct, the Secretary of State would then be in a

position to approve the proposals which had been submitted by the Unofficial

Members of the Legislative Council, as subsequently modified by his latest

proposals.
