had been made to the despatch of which he had already received a copy,
and these amendments were read out to Sir A. Grantham who agreed with them.
He was asked whether he still thought it would be necessary to send the
draft of the despatch to Mr. Nicoll. He thought it would be wiser to do

Explaining
in that the proposals we expected to receive as a
result of further consideration of the case in Hong Kong would be those
on the lines brought to the United Kingdom by Sir A. Grantham with the
addition of a further build-up of the Urban Council. Mr. Paskin pointed
out that this was based on the assumption that the Secretary of State
would be prepared to accept, eventually, proposals similar to those
brought home by the Governor already discussed in detail here. Mr. Cook
agreed to discuss the whole question with the Secretary of State.
