Whether these considerations are valid or not of course will depend on the way the situation in the Far East develops. What it really boils down to is I think that, at the stage when the correspondence is published in Hong Kong, there should be further consultations between us as to whether the prevailing ofromstances are propitious for taking the next stage fairly soon or whether some little delay might not then be advantageous •
