I am writing now to ask if you have any comments at this stage on our draft reply to despatch No. 155 and on the new proposals for the Constitution, sincs, as I have explained above, it is unlikely that approval of the new proposals will be withheld If we do not hear from you by the 15th December we shall assume that you conow? with the above arrangements.

6. I am writing in similar terms to Trench of the Foreign office, Marris of the Treasury and Miss Storar of the Commonwealth Relations Office. With reference to your letter to Morgan of the 15th February this year, I should mention that these proposals do not alter in any way the arrangements whereby the Commander, Hong Kong, exercíssa an overriding authority in defence and security matters in cases of emergency.
