5. Im writing now to ask if you have any comments at this stage on our draft reply to despatah No. 155 and on the new proposals for the Constitution, since, as I have explained above, it is unlikely that approval of the new proposals will be withheld. If we do not hear from you by the 15th December we shall assume that you concur with the above arrangements.

6. I am writing in simile terms to Trench of the Foreign office, Hayman of the Ministry of Defence and Miss Storar of th Commonwealth Relations office.
