Thank you for your letter, and enclosure, of the 1st December 1950 about the proposed new constitution for Hong Kong.

We have no comments upon or representations to make about the proposals you describe in your letter or the draft despatch which you enclose, on the following assumptions;

(1) That no change in the financial powers of the Legisla- tive Council is proposed and that the present arrangements

lar to those where there is an unofficial majority but no financial devolution,

(2) That no change in the financial relationship between the Hong Kong Government and the municipality is at present proposed and there will be no increase in the amount paid if any by the Government to the municipality by way of Grant-in- Aid. (See for example Pitblado's letter of the 18th March 1948 and Mayle's reply of the 23rd March of that year,

My reading of the papers is that these assumptions are cor- rect and hence, unless I am wrong, you can take it we have no comments and you need not reply.
