in the penultimate paragraph of your letter 53848/50 of 20th June about Hong Kong territorial waters you asked whether we had any views about the waters around Gap Rock. I now enclose a copy of a very useful Memorandum on the subject which has been prepared by our Research Department. far as we can see, no question of a British right to territorial waters arises, and the fact that the Government of Hong Kong used to provide for the lighthouse on Gap Rock affords no basis for denying that it is Chinese territory.

I am sending a copy of this letter and enclosure to Dodds at the Admiralty.
