(iii) It was agreed that the moment was not opportune to inform the Chinese of the extent of Hong Kong territorial waters. It was also doubtful whether we should at this time notify the Central People's Government that we did not accept the Chinese claim to a 12-mile limit for territorial waters (expressed in the Swatow Provisional Customs Regulations published in February).
