On political grounds I favour early resumption of through service. From the point of view of our relation with Chinese Government it is desirable that intercourse between Hong Kong and the mainland should be as normal and as free from restriction and impediments as possible.

2. I fully realise however the many other consider- ations which the Government of Hong Kong has to take into account.
