Dear Rousseau,
Glancing through a copy of the Agreement recently concluded between the Government of Hong Kong and Broadcast Relay Services (Hongkong) Ltd., for the establishment in the Colony of a wire rediffusion service, I notice that the clause (4 (1) in the draft received by the Colonial Office with the Governor's Savingram number 444 of 5th August, 1947)- authorising the company to originate programmes and to advertise appears to have been omitted from the executed Agreement. As this is a clause of considerable importance and we had not been informed by either party of any intention to discard it, I feel bound to draw your attention to it and enclose, for that purpose, a copy of the Agreement. Perhaps you will kindly return the copy in due course,
