Although we recognise the value of a spill over of
Hong Kong's Chinese broadcasts into China, our own primary concern is, and must be, to get the Voice of Britain into China by the strongest possible signal via Singapore.
For the reasons set out in our letter reference PFE 258/258/961 of 17th February, therefore, I am afraid that we could not support an approach to the Treasury for funds at the present time.
