With reference to your paragraph 5, Cable & Wireless have been consulted locally regarding the estimates for the engineering side.
5. With referance to your paragraph 2(b), the estimate for the additional staff includes provision for a Director of News, Talks and Features who, it is contemplated would work in close liaison with the Foreign Office. If special emphasis is to be placed on the news and propaganda side of the project, the News and Talks Director might require an editorial and reporting staff which world cost anything up to $30,000 per annum in addition to the estimate given above.
6. For convenience, I have confined the estimates submitted in this savingram to very approximate over-all figures but details of proposed staff and technical arrangements will be submitted immediately if you wish.
