I confirm that programmes "originated in Hong Kong" are distinct from programmes relayed by Hong Kong. I am inclined to agree that a news editor or similar officer would be required to compile and supervise news and news talks broadoasts, but would not expect it to be necessary to create a section comprising a more mumerous staff for the purpose.

I shall be grateful if you will reconeider the project in the light of these comments and let me have as soon as possible your further observations. It would be helpful if these could be accompanied with estimates adjusted in accordance with this more modest conception of the project and containing rather more detail than those which you were able to submit in your Savingram under reference.
