In my savingram No.461 of 11.6.49 I have suggested that H.M.G. might consider incorporating in its capital contribution to the whole expansion scheme the sum of about $250,000 in respect of studios. If this is approved the following item should be added to paragraph 7(a) above:-
"Contribution to capital cost of new studios HK$250,000"
making a total of the capital cost of the project $1,400,000.

In same savingram I have also suggested that Broadcast Relay Service (Hong Kong) Ltd. should take over all Government broadcasting.

Mr. Rayner, the newly appointed Regional Information Officer on the Commissioner-General's staff Singapore has just visited Hong Kong and has discussed with me. He will make
his recommendations as soon as he returns to Singapore. From the angle of counter publicity against Communism I am convinced that a new station should be installed soon; though need for discretion in the type of material to be broadcast to China is fully appreciated in view of Hong Kong's exposed position.
