on second thoughts, I am doubtful about it, particularly since Harmon now tells me that head of Radiodiffusion in Hong Kong is an American, who until this proposal came up was, in conversation at least, anti-British. I do not know if you know of the Radiodiffusion proposal, and would be grateful for your opinion about it. My own view is that Hong Kong radio

will be all right as it is, provided the proposed new man (we will be replying to Foreign Office telegram No.778 separately) can see that it gets policy guidance and kecps an eye on it generally. Hong Kong radio at present, for a number of reasons, in practice gets no guidance or control.

4. Also of interest is that I learnt (again confidentially) that Macao is once more considering installing two 10 kilowatt transmitters for use on radio Luxembourg line. Americans will, I expect, know of this project.
