With reference to your circular despatcnteference 96038/1/49 of the 25th March, 1949 on the subject of Publicity Policy in regard to Communism, I have the honour to report that hitherto the type of material contained in the basic papers and the Digest has not been of any appreciable use in the Colony in combatting the propaganda of Communist doctrines.

This material, while it may have some appeal to the so_-called intelligentsia, appears to have little appeal to the man in the street.

The so-called intelligentsia of the Chinese community is not so important from the Colony's point of view as the hundreds and thousands of workmen and labourers who provide the raw material for Communism, and who can be moulded to suit Communist purposes.

What is primarily needed locally is material illustr that where Communism reigns the lot of the labouring classes is worse than it is under the existing system.
