Information Work in Hong Kong.

The Chairman drew attention to the Commissioner General's telegram

No. 455 proposing the appointment of a liaison officer in Hong Kong for

the Singapore Regional Information Office. The Colonial Office agreed

that the existing Information organisation in Hong Kong could not be

expected to carry any large increase in its present work and was not

entirely suitable for the type of work proposed. The Regional Information

Office was supposed to function through local Information Offices, but

Hong Kong should be considered as a special case in view of its importance

with regard to China. Mr. Stockley thought that it was possible that an

officer might be available to fill this appointment without an increase

in the present establishment, by a reshuffling of Information Officers at

present in China.

The Meeting invited the Foreign Office to reply to Singapore on the

following lines:-

(a) that the Foreign Office and Colonial Office agreed in principle

that there was a case for increased Information work in Hong

Kong which could not be carried out by the existing Information

machinery;

(b) that before proposals were submitted for approval, we should

wish to know more exactly the nature of the work envisaged

for the liaison officer and his proposed terms of reference,

and how much of the work could be handled in Singapore by the

Regional Information Office.
