We have discussed with Colonial Office and agree in principle:
(a) that increase in anti-Communist information work is necessary,
(b) that existing machinery in Hong Kong may not be able to carry this out.
2. In order to formulate recommendations here we need to know more cxactly precise nature of work envisaged for the liaison officer and his proposed terms of reference.

How much of e extra work involved can be handled in Singapore by the Regional Information Office?
