Dear Murray,

With reference to the current discussion about the establishment of a counter-propaganda liaison officer in Hong Kong, I enclose a copy of telegram No.827 from Hong Kong commenting on telegram No.526 from the Commissioner-General to the Foreign Office. I am sorry that you have not had a copy of this before.

You will be interested to note that the ilong Kong Government is in favour of the proposal and would provide accommodation for the officer, but objects to the suggested title, though it would regard it as essential for obvious reasons that the liaison officer should keep in close touch with the Political Adviser.

If the officer, as is favoured by the Hong Kong Government, is to be a member of Rayner's organisation, the financial repsonsibility will no doubt be that of the Foreign Office, but that will be presumably confirmed in due course.
