soon after his return, with the agreement of the
authorities there, and in particular of devoting some
attention to the question of oil labour in Brunei and
Sarawak.
(g) Hong Kong.
(1) Reference is made in para. 12 (f) to the R.I.O.
representative whom it is hoped to appoint
there.
(11) It will be recalled that an increase in power
of the Hong Kong medium wave broadcasting
station for propaganda to China is not recom-
mended, in view of the possibility of jamming,
which might make an expensive station valueless.
(iii) Measures in the field of information are
included among the emergency plans of the Hong
Kong Government: they include the issue of
newspapers, etc.
Directive Procedure.
16. The present procedure for providing guidance from
London is inadequate. It refers only to the Chinese problem
and goes only on Foreign Office authority. It is proposed to
devise a procedure for drafting guidance which will cover the
whole field and which, where necessary, will go with the
authority of the Colonial Office as well as that of the Foreign
Office.
17.
It is also proposed to provide a summary of the I.R.D.
periodical "Trends of Communist Propaganda" by telegram to
the Regional Information Office, Singapore.
