There was a brief discussion in Mr. Paskin's room at which Mr. Blackburne, Mr. Sidebotham, and Mr. Morris were present to discuss what line should be taken in Hong Kong after recognition. The publicity line to be adopted in South East Asia after recognition has been discussed with the Foreign Office and a telegram is in draft to Singapore and Malaya etc. based on paragraphs 3 to 8 of the note opposite. It was agreed that a telegram should be sent to the Governor of Hong Kong informing him that theżf Hong Kong representative of the Regional Information Organisation had not yet been approved and drawing his attention to the propaganda line which was to be taken in South East Asia and to ask for his views on the line he wished to be adopted in Hong Kong.
