The other question raised is whether Mr. Harmon(the present P.R.O. in Hong Kong) is adequate. The impression I myself gathered in Hong Kong would bear out the view which the Governor himself expressed to Mr. Alexander (para. 22 of No. 5) that Mr. Harman is not the kind of person to "set the Thames on fire". On the other hand as indicated in para. 2 of No. 6a and in para. 3 of No. 10 Mr. Harman has very useful qualities. It may well be therefore that there is no need for a change in that appointment especially if the organisation in Hong Kong is strengthened by sending there a member of the Regional Information Office from Singapore (as is proposed in Nos 6a and 8). We can consider after the
meeting next Thursday whether there is any need
to say anything to the Governor on this point.

The meeting which was held to produce the Memorandum at No. 14 arose out of the discussions between the Secretary of State and the Foreign Secretary recorded in No. 12. The draft memorandum prepared in the Foreign Office Information Depart- ment does not however go any way to answering the question propounded in No. 12 as to the lines on which anti-communist propaganda in Hong Kong should be conducted. I pointed this out to Mr. Dening yesterday who undertook to prepare a revised draft, which I could see before going on leave this after- noon. This revised draft has however not yet appeared and I am afraid that I therefore have to leave this for Mr. Wallace and Mr. Blackburne to pursue.

I have now had a further talk with Mr. Dening who tells me that on fuller consideration, the Foreign Office have come to the conclusion that they are not yet in a position to express a firm opinion about the lines on which propaganda about Chinese Communism should be conducted in the future. They wish to have further time to reflect on this in
