The Singapore branch of the NO CHIN. NEWS AGENCY was opened in December, 1947, at Room 30, Winchester House, 16 Collyer Quay, Singapore, that time was YIO CHING FONG (7437/1757/2800 or 7364(?)), a member of the 0.0.2.
The manager at and probably of the C.D.L., and also representative of the Communist organ HWA SHIANG PAO.

The circulation of its first weekly bulletin on 15th April, 1948, was:-
Singapore
5,900 copies.
Federation of Malaya Borneo/Sarawak
3,000 copies.
1,000 copies.
Medan
100 copies.
At that time it was an eight-page cyclostyled paper.

In May, 1948, the Manager was granted a licence to receive wireless broadcasts fra N. Shensi.
4. In June, 1948, the Singapore branch employed three people, one of whom stated that most of the articles and all instructions emanated from Hong Kong. The weekly circulation was then about 7,000 copies a drop of 30% in the original circulation. The AGENCY's bulletins were printed by the Nan Chiau Press at a cost of 480 dollars (Singapore) per 8,000 copies. However, this Press refused to continue printing the bulletin after 10th July, 1948, as the order was reduced from 8,000 to 4,000 copies per month. At this time, lack of editorial staff was a severe handicap to publication, and after the refusal of the Nan Chiau Press to continue printing it was decided to close the Singapore office with effect from 10th July, 1948.
