(b)
Evidence points to the fact that me LU Ts'ui
(Chinese representative at the W.I.D.F. headquarters in Paris,
LIU NING YI (0491/1380/0001), Chinese Labour representative at
W.F.T.U.) and CHEN Chia Kang (Vice-President of W.F.D. Y. from December, 1947, to February, 1949) have all taken great interest in the News Agency and
have done all they can to increase the oirculation of the London bulletins during their travels through the European countries.
(c) In respect of Czechoslovakia, it appears fairly certain that an office is established in Prague (possibly connected with Telepress), and that, until recently, one of its main functions was to 'feed' London with news emanating from China. As Prague is, inter alia, the headquarters of the I.U.S. and the main gateway between Eastern and Western Europe, the bulletins published there should have had, and should have still, sufficiently large circulation to cover a very large part, at least, of that office's overhead expenses.
Far Eastern Offices.
a
(a) As in the case of the European offices, there seems to be only one branch (the Hong Kong branch) in existence at the present time.
(b) The Singapore branch closed down after a bare three months' existence, During this time the circulation of the bulletin dropped by over 50%, which suggested in mid 1948 that the Chinese in the countries served by it Malaya, Borneo and North Sumatra were not over zealous to receive, or possibly to be discovered in receipt of, Communist propaganda from the 'liberated areas',
(c) In view of the numerous contacts which have been developed by the Hong Kong branch, it seems clear that apart from acting as the mouthpiece of LIAO Ch'eng Shih in Peiping regarding administrative and policy matters, it also acts as the main channels for C.C.P. propaganda directed to South East Asia, Europe, India and America.
