As promised, I enclose a brief interim note on the NEW CHINA NEWS AGENCY (HSIN HWA). Copies of this note are being sent to our representatives in Singapore and Hong Kong, in the light of whose comments we shall probably wish to issue a revised version at a later stage. Meanwhile, you may like to see this note in its present form, and we should be most grateful for your comments and observations.
