The reason for this restriction is not obvious but is perhaps the impossibility of making any kind of representations to the Governments of countries not in diplomatic relations with them against objectionable press reports on local affairs by nationals of the countries.

2. Whatever the reason may be, the restriction does not appear likely to prove seriously harmful to us.

3. I do not think that any action is required for the time being at any rate, and I recommend that we should continue to be guided in such matters by the considerations set forth in paragraphs 1 and 2 of Colonial Office telegram to Hong Kong No. 1114.

4. Foreign Office please repeat to Hong kong and Singapore with the Shanghai telegrams under reference.

Singapore please pass to Hong Kong as my telegram No. 422.
