Malcolm MacDonald was up here for a week a short time ago on an informal visit. I found it most useful as I believe he did too. For one thing it helped to clear the air with the Commanders-in-Chief who with their staffs at Singapore have been too apt to take the
attitude that the Hong Kong Government is complacent and is not doing any- thing about the situation. MacDonald brought with him a paper headed "Notes for Discussion on Defence Matters in Hong Kong". He gave me a copy of this paper which bore a Singapore number and had been roneoed. I therefore assumed that it had been given some circulation. It was a most monstrous document, full of misstatements of fact and slurring implications on the civil authorities in Hong Kong. I took violent exception to it and asked MacDonald to convey my views to the Commanders- in-Chief. I followed this up with
