At

the same time, a Dormant Commission was issued

under which the Commander-in-Chief would supersede

the civil Governor in all his functions if the

Commander-in-Chief considered that circumstances

were such as to make it necessary for him to bring

to an end the civil administration, and himself to

assume all the functions of the Governor. The

Order-in-Council and the Dormant Commission were

never, in fact, used owing to the very happy

collaboration which existed between Sir Henry Moore

and Admiral Sir Geoffrey Layton and, subsequently,

Lieutenant-General Wetherall.

As you will see, the new arrangements which

the Minister of Defence has discussed with you

for Hong Kong stop considerably short of what was

done in the case of Ceylon during the war.
