I am desired by the Secretary of State

for the Colonies on the occasion of my visit to

Hong Kong, to convey to you the enclosed

instructions.

It is not intended that these instructions

should be made public but, subject to your

views, it is considered by the Secretary of

State that they should be communicated in

strict confidence to your Executive Council and

to other senior officials as you may think

necessary.
