FURTHER ACTION.

Sir,

With reference to the discussions which

took place in the course of the recent visit

to Hong Kong of the Minister of Defence, I

have etc. to transmit to you, for your

guidance a memorandum of Instructions defining

certain aspects of your relationship with the

Commander, British Forces, Hong Kong, of which

an advance copy was furnished to you by the

Minister of Defence in a letter dated the

9th June.

2 I take this opportunity also to enclose

an advance copy of the Directive which has

been approved for issue to Lieutenant-General

F.W. Festing, C.B., C.B.E., D.S.0. who has

been appointed Commander, British Forces,

Hong Kong. A copy of the Directive, as

issued to General Festing, will be sent to

you in due course by the British Defence

Coordinating Committee, Far East.

I understand from Mr. Alexander that

you agree with my view that these Instructions

should be communicated to members of your

Executive Council and to certain senior

officials to be designated by you.
