With reference to the diucussions which took place in the course of the recent visit to Hong kong of the minister of Defence, I have the honour to transmit to you, for your guidance a memorandum of Instructione defining certain aspects of your relationship with the Commander, British Forces, Hong Kong, of which an sùv.nce copy was furnished to you by the Kinister of Defence in a letter dated the 9th June. understand from Ar. Alexander that you bɛrol with my view that these Instructione should be communicated to members of your Ax:cutive Council and to certain senior officials to be desi¿uuted by you.

2. I take this opportunity also to enclose an advance copy of the Directive which has been approved for issue to Lieutenant-General 7........ Festing, C. B., C. B. H., D.H.G. who has been appointed Commander, British Forces, hong KONE. A copy of the Lirective, as issued to Ceneral Festing will be sent to you in due course by the British Lefence Co-ordin-ting Committee, Far "ast.
