We agree in principle with your plan. It will however, be necessary to obtain the approval of Ministers before any such moves take place. If the situation in
Hong Kong therefore deteriorates sufficiently to make the despatch of these additional forces necessary, you should report to us in sufficient time to allow reference
to Ministers.
2.
We agree that you should go ahead with planning of the move, including visits by reconnaissance parties to Hong Kong.
