the press, the news agencies and the
B.B.C.
The purpose of this letter is merely
to let you know what has b en agreed by
Ministers here and to ask you to ensure
that the same reticence is observed by
the civil authorities in Hong Kong as
we hope will be by the military when
the instructions mentioned above are
issued.
