The
I think you mentioned that youthought you would have to send something further to the Governor in the light of No. 180, but I must say that I share Mr. Blackburne's feeling that, after No. 176, it is hardly necessary to do so. My suggestion would be that you send a copy of No. 176 to Mr. Dening,, telling him of your talk with Major-General Mansergh before y went out to Hong Kong, and say that you are anxious not to worry the Governor on this matter further unless absolutely necessary. If the Foreign Office want us to pursue the matter with the Governor, however, would they let us have some further information in amplification of paragraph 2 of No. 180, as Mr. Blackburne suggests.
