Remainder of Brigade group is being
prepared and decision on its movement will be taken shortly.
(We prefer this to reinforcing from Malaya where recent
improvement in situation would be endangered by temporary
diversion of garrison which would be necessary, though plans have
been made for despatch by air of one battalion in case of sudden
emergency). In addition one fighter squadron is to be moved to
Hong Kong from Malaya (where it will be replaced by part squadron
at present in Ceylon), and H.M, S. JAMAICA is also proceeding from
West Indies to Far East. Situation will, of course, continue
to be kept under close review.

The decision to reinforce will probably be announced in Commons (without of course giving above details) during debate
on situation in China which is expected to take place on Thursday,
the 5th May. Lines of statement which will be made will be
communicated to you shortly.

5. In view of urgency of situation we have found it
necessary to replace squadron in Malaya by part squadron in
Ceylon. Further message as to this will be sent as soon as
