Dear Watson,
With this letter I am enclosing the first draft of the statement my Minister proposes to make in the House on Wednesday in reply to Questions about his visit to Hong Kong. Mr. Alexander is intending to discuss the general shape of his statement with the Prime Minister later today and I should be grateful if you could let me know as quickly as possible whether your Secretary of State has any comments.
Until the draft has been cleared with the Prime Minister I take it that you will not be sending any advance notice of its contents to the authorities in Hong Kong.
I am sending copies of this letter to Tomkins, Scott, Geraghty, Cary and Battersby so that they may be able to consult their respective Ministers.
