In particular, arrangements should be made for

the exchange of information between police forces of South East Asian countries in the same way that particulars of wanted criminals are exchanged between European police forces.

Until all interested countries have agreed on

a policy for the Far East, the only military consultative, and information organisation which is likely to be effective is the exchange of intelligence information

on Communist activities and particulars of Communist agitators.

The success of Communism in China may

materially alter the basis of our Far East strategy

The first essential is for all the interested

countries to agree on a political policy which could then be supported by unified military action if required.

Until all interested countries have arrived at an

agreed policy, the only military action we ourselves can take is to ensure, the maintenance of law and order within British territories and to provide such military aid as is possible to those Governments which are prepared to check the spread of Communism in the Far East.
