The Problem of Element.
The essential thing to do is to judge the thoughts repre- sented by prospective members. "Element does not decide every- "King" In the past, controversy over the question of purge of
le landed rich had arisen in the South. From now on, in the task of purge and adjustment, the following points should be borne in mind :
The South still needs intelligent elements. The "bridge" problem should not be tackled on a fixed and dull line. To-day, the masses' struggle is concentrated on opposing the Nationalists' conscription of manpower and resources. After that, it should be transformed into armed struggle. Move step by step; and must not work like a "dragon-fly" sipping water". Proceed with boldness, if and when necessitated by enthusiasm displayed by the masses. To-day has arrived the climax and the peasants welcome our activ- ities. During the past our local organisation in YUNNAN Was weak, and their degree of preparedness is not known. However, as the Kuomintang is shaking as if it were about to fall, it must be easier now,
In the past, KWANGSI Province displayed defeatism, and mis- took "T.S. 19 for retreat. This is incorrect. To-day is the time to act with boldnes5. It is hoped that every member of the cadre will do so in the maases' work. Failing this, he is lagging be- hind.
Problem of Multi-Front:
Show respect to the locality. Make everything clear first before sinking roots. Avoid criticism without objects. Sycho- nise steps and tempo. Primary object is to prepare for reception of the General Offensive. Regarding local connections, mutual respect and coordination are necessary. To bring into uniform line thoughts, line of action, policy and slogans.
The "Confession" Problem:
Gen-
This belongs to the category of examination of cadres. erally speaking, those who have been struck off party membership,
hould be encouraged to turn over a new leaf. Having accomplished hat, their reinstatement to party membership may be considered. There are many categories of confessions there being difference
between a turncoat and one who is called upon to confess, short, unite and encourage them.

Large-scale entry into party. FUKIEN was later than KHANGTUNG. Major development in 1928. Quito a considerable number in HUNAN through devel-

At one time, open absorption and registration of party members was undertaken in HOI FUNG District. 23 was the eligible age. Those who were students, joined the "Youth" (Communist Youth). During the latter stage of civil war (approximately 1937), the "Youth" was abolished.
