H. M. Ships have been at Nanking and are at Shanghai solely to provide a refuge for Commonwealth Nationals in case of disorder during any change over from one government to another
As soon as it is clear that law and order are assured it is intended to withdraw British Warships and to continue
normal procedure with regard to visits to foreign ports.
