With reference to the conclusions of yesterday's Cabinet meeting (copy attached, Mr. Paskin felt that we should inform the Governor at once of the decisions which had been taken, and warn him that a statement was impending. I have, therefore ventured to draft the attached telegram, which would be sent off on your papers I think.
Mr. Webber will keep in touch with me as regards the text of the announcement referred to in paragraph 2, and this can be telegraphed subsequently as soon as it has been finally agreed with the FO√ War Office, but this may not, perhaps, get done before Monday.
I also attach a copy of the telegram referred to in paragraph 3 of the draft for reference.
