IV. London authorities should agree to proposed legislation in Hong Kong (as well as in Federated Malay States and Singapore) enabling Local Government to ban foreign political parties. Otherwise we may be faced with formulation of C.C.P. in the Colony and it will be more trouble to destroy it after formulation than prevent its birth. Governor's telegram No.371 refers.
V. Hong Kong Government should take action ( over and above what they are already doing) to curb the communists' activities in the Colony. For example, the Governor is now considering the possibility of prohibiting further publication of existing communists newspapers.
