to Hong Kong from 8 to 16 UE aircraft.

referred to in paragraph 16 above could be provided in the event of a large scale Communist attack,

We conclude that:-
(a) There is little likelihood of a direct
Communist attack on Hong Kong if we show our determination to hold the Colony.
(b) The garrison, reinforced to the strength
shown in paragraph 15 above, would be strong enough to hold local or guerilla attacks. Moreover, its presence would show our determination to hold the Colony, and should thus deter the Communists from open hostilities.
(c) Should a large scale Communist threat develop,
further reinforcements would be required;
(a) Action should now be taken as in paragraph 21
above.
