It may well be that the Chiefs-of-Staff will want to give further consideration as to how reinforcements should be provided for Hong Kong, but that does not appear to me a good reason for delaying, possibly for a considerable time, informing the Cabinet what steps have been taken in other directions.
On the purely civilian side, we are going into the question of Police, etc., and I have taken up independently with the Economic Branch the desirability of reviewing all Hong Kong's needs for supplies as known to them and seeing that everything possible is done to get these up to date and generally 'forwarded' as quickly as can be.
I am not quite sure how the matter of raising additional battalions of the Malay Regiment stands, and the connected discussions with the Treasury on the question of finance, and should like to have further information about this in due course. It seems clear from No. 14 that the Governor is taking urgent action on the various points with which he is concerned, but paragraph 8 in that telegram makes it equally clear that recruiting for the Hong Kong Volunteer Defence Force has hardly yet begun, and that it is no use recruiting an additional battalion until the first battalion has been raised.
