Likely Communist Policies

and Actions.

(a) Members of the People's Liberation Army may enter the Colony in uniform and they ma y appear in uniform at public receptions given in their honour.

(b) Chinese Communist

military units may seek to use the roads in the New Territories when proceeding from one area in Po On district to another.

Action by Hong Kong.

Members of the P.L.A. should not be allowed to enter the Colony in uniform if they do they should at once be returned across the frontier. It will be necess- ary to notify the Chinese Communist authorities in Canton and possibly at Nanking or Peking (wherever the capital may be that members of the Chinese Armed Forces cannot enter the Colony in uniform,. except with special permission from the Hong Kong Government. This permission should only be given in the cases of official visits. Such notification was given to the Nationalist authorities in August 1949 effective from 1st September 1949.

This has at times been allowed to Nationalist troops, but it will be necessary to be very strict with the P.L.A.
