I am advised that the proper way to ascertain the position as to de facto or de jure Government in a foreign country or as to the status of a foreign government is to approach the Secretary of State for Foreign Affairs. this connection authority quoted is the case of Arantzazu Mendi 1939 A.C. 256 at page 264 and in the Lower Court 1938 Probate 233 at page 241.
5. In these circumstances a Questionnaire has been prepared which has been agreed with Counsel. I enclose a copy of the questionnaire and will be grateful, should you see fit, if it may be referred to the Secretary of State for Foreign Affairs with request for reply, and his reply transmitted to me for reference to the Chief Justice.

I would add that in his letter the Chief Justice has stressed that urgency attaches to the request. In so doing he mentions the desirability, from many points of view, that the actions be brought to speedy trial and he states that the parties intend to file their pleadings and set the actions down for trial at an early date. The Chief Justice further: mentions that the effect of the present interim injunctions in all three cases preserving the status quo, inevitably involves very heavy financial losses.
