C.N.A.C. and C.A.T.C.
You should know that Americans are subjecting F.0. to continuous pressure regarding disposal of C.N.A.C. and C.A.T.C. aircraft, and are making difficult political issue of whole matter. Reports Americans are receiving through their own channels result in constant complaints and allegations of partiality with which it is difficult to deal unless H.M.G. are kept closely in touch with developments.

Approaches are of course being met with reiteration that matter is in hands of H.K. Courts, but I should be grateful for immediate general report on stage reached in High Court proceedings since reopening on December 21st together with any other information you consider relevant.
Please also keep me abreast of all subsequent developments by immediate telegram.

In this connection New York lawyer Foo Shee who visited F.0. this afternoon with U.S. Embassy officials stated as indication of "uncooperativeness" in Hong Kong that Hong Kong Government had recently cancelled C.A.T.'s "radio rights." Neither he nor U.S. officials could amplify statement. Can you throw any light on this?
