Mr. Paskin

Sir S. Abrahams, Mr. Morris, Mr. Hall and myself discussed this with the F.0. Legal Adviser, Mr. Vallet, and Mr. Coates this afternoon. The attached draft telegram in reply to No. 8 is the result of our discussion and is agreed by the 2 Legal Advisers. Mr. Vallet said that he felt that the word "automatically" in the 4th line of paragraph 2(b) of Nos.4-7 on this file was perhaps a little too wide. This is explained in the draft. I have put up a flimsy of the telegram as Mr. Morris wishes to repeat it and No. 8 to Commissioner-General, Singapore. If, when you have approved the draft, you will pass the flimsy to him for necessary action on his papers, I should be grateful.
