(a) that Hong Kong should be allowed to include

it unless the Foreign Office object, and

(b) that Singapore and the Federation should

also be allowed to include this provision if they so wish.

I recognise that such a wide reaching provision is debatable and I should be glad to have your observations on it.

If you agree with the draft I should be glad if you will pass it for signature and return the file to Mr. Morris.

Unless you are able to do so en passant I suggest that as soon as this letter has issued (and while it is being considered in the Foreign Office), the Hong Kong File (54463/49) should be recirculated to you for any comments which you may have on the Bill.
